GREEN LAKE PROPERTY OWNERS ASSOCIATION
The regular meeting of the Green Lake Property Owners Association was called to order by Chairperson Greg Roverud. Members present were B. Aamot, T. Broman, R. Minke, P. Spilseth, K. TerWisscha, and T. Frazee.
Absent, with call in, were D. Gunderson, R. Jansen, J. Nelson, and R. Stehn.
Absent: J. Duininck
Guests present were Bill and Ann Latham, Joe Holm of "Lets Go Fishing" and T. Knauer of White Fish Gallery and Studio.
The agenda mailed to Board Members was approved for the April Meeting.
Motion by B. Aamot, second by T. Broman to approve the minutes of the regular 20 September 2009 regular Board Meeting. Motion carried.
Motion by K. TerWisscha second by R. Minke to approve the treasurer's report for the month of April, 2009.
Chairperson G. Roverud read a thank you from the Spicer Commercial Club for the GLPOA donation to the fireworks of the Winter Festival.
K. TerWisscha reported about the updated Shore line management policy of the DNR.
Chairperson G. Roverud presented information about the Green Lake Management Plan. This has been an on going consultation by/between the DNR and those of the Green Lake Board, namely T. Frazee, Ann Latham and G. Roverud. After updating the Board, the three named above will meet to finalize the plan before it is submitted to the Regional Office of DNR.
Discussion was held about the purchase of a GPS for the location of milfoil. It was pointed out that the Board had approved purchase last fall. It was suggested that we wait for Lake Management Chairperson J. Nelson be involved with this purchase. T. Frazee provided material to Chairperson G. Roverud about the unit which is compatible with the DNR unit which is a Garmin 40T.
Chairperson G. Roverud and A. Latham gave a history of the INLET PARTNERSHIP which was started when T. Frazee invited Senator Chaudhary and Rep. Juhnke to Green Lake to view our problems. A "Partnership" between the City of Spicer, MN, DNR, Kandiyohi County, MN, DOT, Middle Fork Crow River Watershed District, MPCA, and the Green Lake Property Owners Association began to study where the milfoil was growing within the lake and why! It was suggested that the milfoil was growing in areas where the storm water was running directly into Green Lake. A total proposal was presented to Senator Chaudhary of $780,000.00 funding request for years 2010-11 and 2011-12. The fiscal agent will be the Middle Fork Crow River WD. As of this Board Meeting, the House of Representatives has placed the Clean Water monies into grants while the Chaudhary bill is still working its way through the Minnesota Senate. Additional information was presented to Board members by Ann Latham.
Joe Holm of "Let's Go Fishing" presented their plan for scuba divers working Green Lake on Saturday, 13 June picking up foreign items from the bottom of the lake. Letters have been mailed to all persons of Green Lake regarding donations for the project. Also with this program is to place additional walleyes within Green Lake. T. Frazee suggested that Mr. Holm"s meet with the Green Lake Fishing Committee as we do not wish to duplicate this walleye project which the members of the Green Lake Property Association have funded through their donation. Also suggested that Mr. Holm talk with A. Latham regarding this program. Motion by T. Broman, second by R. Minke that the Board of Directors donated $500.00 to the LETS GO FISHING PROGRAM but we wish for a detail financial report following the conclusion of their work. Motion carried.
Tom Knauer, of White Fish Gallery and Studio, presented information to the Board about the purchase of monogramming drink ware, photo albums, memory box, photo frames and Green Lake Map panels. The Board approved a flyer with the information upon it be placed within the membership letter to all Green Lake Home Owners in May. Any items purchased will provide for 10% of the sales returning to the Green Lake Property Owners Finances.
Chairperson G. Roverud read a letter from the Middle Fork Crow River Water Shed District asking if the GLPOA Board would be interested in checking water quality twice a month instead of once at two locations. This cost would be $216.00 for the summer. Motion by P. Spilseth, second by T. Broman to allocate the $216.00 for water sampling on Green Lake. Motion carried.
T. Frazee reported of the Zebra Mussels which have been found within Prior Lake located within the Twin Cities area. Zebra Mussels have also been found near Sartell within the Mississippi River making their way to the Twin Cities area. We need to be very diligent about zebra mussels within Green Lake.
T. Frazee reminded the Board of the Green Lake Sewer District cost. When the Sewer/Water system began we were all charged an amount to pay for the upstart but were told that when additional lakes came forth our cost would go down. So far this has not happened, only going up. Will ask the Sewer District for an explanation as to why.
The May issue of the Green Lake Breeze will be mailed out on Thursday, 30 April 2009.
G. Roverud reminded the Board that we are looking for colored pictures for the 2009 Directory. G. Roverud appointed P. Spilseth and T. Frazee to select a cover picture for this directory.
