REGULAR MEETING - 27 APRIL 2013 - 8:00 A. M.

The Regular Monthly meeting for April 2013 was called to order by President J. Duininck.

Members present J. Duininck, T. Johnson, V. Sechler, B. Schemel, and R. Schneider.

Members who called in saying they would not be able to attend: D. Gunderson, G. Holmstrom, and B. Aamot.

Members Absent: T. Lange, S. Linder.

There were no guests present for the meeting. The agenda for the April meeting was approved by motion R. Schneider, seconded by B. Schemel. Motion carried.

The minutes of the regular 15 September 2012, Board Meeting was made for approval by T. Johnson, second by B. Schemel. Motion carried.

T. Frazee presented the financial statement for April 2013.

Motion by T. Johnson, seconded by B. Schemel to approve the financial report. Motion carried.

Motion by B. Schemel, seconded by T. Johnson for the ratification of transfer monies from 501-C to the

Zebra Mussel Account. Motion carried.


Chairperson J. Duininck reported of the meeting with Assistant Commissioner Bob Meiers, Ann Pierce along with others from the DNR about the Green Lake project. The DNR liked our program which they would endorse. A second meeting was held after the election with those mentioned above plush Senator Lyle Koenen and Rep. Mary Sawatzky. The Senator introduced the bill in the Senate while H.F. 1209 was introduced in the House of Representatives by Rep. Sawatzky.

T. Frazee presented information to the Board Members that six fishing tournaments are scheduled on Green Lake for the summer of 2013. Green Lake, as stated by Evan Freeman, will receive close to 400 hours of monitoring at Saulsbury Beach and County Park # 5 this summer.

Motion by J. Duininck, seconded by T. Johnson that the Green Lake Board donate $100.00 to each fishing tournament for each person who power washes their boat. One winner ($100.00) per tournament. That the Green Lake Board hire an interim to power wash boats prior to fishing tournaments at a rate of $8.00 per hour for the tournaments. Motioned carried.

T. Frazee stated he has written two grants for monitors at the Green Lake access for the summer of 2013. One grant with the State of Minnesota has been funded for $1,500.00 while the second grant is with the Kandiyohi County Water Quality Board.


T. Frazee reported a contract has been signed with TeryJon Aviation to treat for tent caterpillars this spring as the leaves come forth. No spraying will be done during the 7:30 to 8:30 time period.

J. Duininck reported on the number of calls from the City of Spicer about Taxes/Assessments. Also the procedure which needs to be taken regarding a hearing.

B. Schemel reported that we have received our permit from the State of Minnesota to treat twice this summer for Milfoil. Schemel also reported that he is looking for a place to store his pontoon/trailer which will be used only for Milfoil Treatment on Green Lake. If any person living on Green Lake has facilities for storage please contact the Executive Secretary.


T. Frazee presented to the Board Members a letter from Margaret Peeters asking for a donation of up to $6,000.00 to assist in placing three biofiltration stations on Green Lake. One would be placed in Irving Township, one in New London Township with the third in the City of Spicer. All storm water was run into this filtration area prior to going into Green Lake. The Board asked T. Frazee to invite Margaret Peeters to the Board meeting in May.

Discussion was held about the Kandiyohi County Task Force AIS program, how it will work with the Green Lake proposal which is making its way through the Minnesota Senate and House. No action was taken but a long discussion was held.

Motion by B. Schemel, seconded by T. Johnson to donate $1,000.00 to the Kandiyohi County Sheriff"s Office for additional patrol on Green Lake during the summer of 2013. Motion carried.

T. Frazee was asked to meet with R. Figenskau of the Spicer Commercial Club about the request for additional funds for the Spicer 4th of July Celebration.

Discussion was held about the DNR"s wishes to purchase property adjacent to the Russ Brown Public Access. T. Frazee has been in contact with Luke Skinner of the Minnesota DNR about this. A meeting is scheduled later this week in St. Paul with B. Kleven, R. Schneider, B. Schemel, J. Duininck, and T. Frazee to discuss the matter.

Being no further business, the meeting was adjourned.
