GREEN LAKE PROPERTY OWNERS ASSOCIATION
REGULAR MEETING - 28 APRIL 2012 - 8:00 A. M.
HERITAGE BANK MEETING ROOM

The Regular Monthly Meeting for April 2012 was called to order by President J. Duininck.

Members present were: J. Duininck, T. Lieser, V. Sechler, B. Schemel, R. Schneider, and T. Frazee 

Absent: G. Christianson, T. Lange, and R. Stehn.

Members who called in saying would be absent: B. Aamot, B. Carlson, and D. Gunderson.

There were no guests present for the meeting.

No additional/deletions or corrections for the agendas mailed out

Motion by R. Schneider, seconded by B. Schemel to approve the minutes of the 10 September meeting.

Motion carried.

The Treasurers report was given by T. Frazee. Chairperson J. Duininck asked that the "Zap Zebra Mussels" account be changed on the reported page to be corrected as STOP THE ZEBRA MUSSELS.

Motion by T. Lieser, seconded by V. Sechler to approve the financial statements for April 2012.

Motion approved and carried. 

 

COMMUNICATIONS: 

President J. Duininck read a thank you for the Green Lake Bible Camp for the donation which the Green Lake Property Owners Association made to them in the amount of $200.00. 

 

REPORTS:

6.1 Caterpillar: T. Frazee reported an agreement has been made with TeryJon Aviation to spray Green Lake for Tent Caterpillar Worms the end of May 2012. TeryJon Aviation will not spray from 7:30 a. m. to 8:00 p. m. as an added protection for children getting on the school bus.

Total cost for 2012 year increased from $9,090 dollars to $9,990.00 for 360 total acres sprayed. Kandiyohi County and the City of Spicer are also charged for the spraying of their property around the Lake.

6.2 Education/Web Page: T. Lieser reported the web page is up to date, reminding Board Members to use it during the year.

6.3 Lake Management: B. Schemel reported that the permit to treat Milfoil has been approved by the DNR. They will be coming to Green Lake to check for potential sites to treat. B. Schemel reported that it will be a very challenging year as we did not have the snow cover on the ice which slows the growth of the plant. B. Schemel has been on the lake checking for the milfoil of which he has found numerous small patches. B. Schemel reported to the Board that a grant has been sent to the DNR for financial assistance in the treating of Milfoil for 2012. Green Lake has received this grant of up to $2,000.00 for 2012. The Board thanked Mr. Schemel for the positive application of the grant.

6.4 Sewer & Water: No report was given by this committee.

6.5 Variation & Taxes: No report was given, but discussion was held about the drop of valuation with an increase of taxation.

Additional discussion was held about the City of Spicer taxes. No action was taken. 

 

OLD BUSINESS: 

Motion approve the milfoil grant was made by B. Schemel, seconded by R. Schneider as reported in 6.3 for up to $2,000.00. Motion carried. 

T. Frazee reported that we have been approved for 250 Hours of Tier 1 monitoring on Green Lake for the summer. These people will be located at Boat Access to check boats, distribute educational material plus have authority to call the Sheriff"s office when in need. Frazee also reported that we have been given 81 hours of Tier 2 coverage which will allow decontamination units for these 81 hours. We have four fishing tournaments on Green Lake this year of which the Board discussed using these 81 hours to have all boats decontaminated before entering Green Lake. A meeting has been scheduled with the DNR office for Monday, 07 May 2012 to discuss how boats will be checked, who will do it, and how information will be given to the Fishing Tournament Managers.

T. Frazee reported the application for the 250 Hours is a cost sharing project of which the State of Minnesota will pay $1,937.50 as will the Green Lake Property Owners.

Discussion was held about Dues for 2012/2013 year. T. Frazee explained the 24% of the people have paid for treatment of milfoil last year, so the Board decided to place the $40.00 within the dues statement. All $40.00 of this is a tax deductible item.

Discussion for a Fund Raiser was discussed, to be tabled until the next meeting.

 

NEW BUSINESS:

Resignation, with deep regrets, was received from Board Member Grant Christianson. Motion to accept Grant Christianson"s resignation was moved by J. Duininck, seconded by B. Schemel. Motion carried.

Chairperson J. Duininck made a motion for a replacement to be offered to Tom Johnson, who lives at 12124 Indian Beach Road, seconded by B. Schemel. Motion carried. This position will be for two years, until 30 June 2013. Mr. Johnson meets the requirements of living in Green Lake Township.  

R. Schneider presented a report to the Board about the Minnesota Legislatures, what has happened and not happening. No action required.

T. Frazee presented the Board with information about the four fishing tournaments on Green Lake for the summer of 2012. A meeting with the DNR will be held on Monday, 07 to discuss policy of the tournaments plus how best to use Tier 1 and Tier 2 people. 

Green Lake Property Owners Board is a member of the Kandiyohi County Lakes Association of which due in the amount of $75.00 have been paid plus $250.00 for the assistance of A.I. S programs within Kandiyohi County. Discussion was held how Green Lake would benefit from additional coverage at the Boat access. "Motion by J. Duininck to donate $500.00 additional dollars to the Kandiyohi County Lakes Association for additional help. Due to a lack of a second, the motion died.

Discussion was held as to what the GLPOA Board could do to prevent A.I.S. within Green Lake. Motion by J. Duininck, seconded by B. Schemel to donate $1,000.00 to the Kandiyohi County Sheriff"s office for Sheriff"s patrol at Boat Access during the summer months. Motion carried.

T. Frazee stated to the Board that Sheriff Dan Hartog has written a grant that Green Lake will have Sheriff"s patrol in a Boat each Friday, Saturday, and Sunday during the summer time plus the week of the 4th of July.

Board members received the "new sticker" which is required to be on all boats for 2012 year, even though this law does not take place until 2013. Frazee informed the Board that this decal will be mailed to all persons living on Green Lake with the dues statement. If additional decals are needed they may be received from T. Frazee or the Minnesota DNR office in Spicer. 

The Green Lake Property Owners Association will hold their annual meeting on Saturday, 09 June 2012, at the Green Lake Bible Camp. A full breakfast will be served, beginning at 8:30 p. m. with the Regular meeting to take place at 9:00 a. m.. Bruce Kleven, Lobbyist, will be the Guest Speaker for the meeting.

T. Frazee was instructed by President J. Duininck to lease the sound system for the meeting.

T. Frazee reported the 2012 Directory will be printed this year, of which the Board suggested we purchased 750 copies for dues paying members.

The May meeting of the GLPOA will be changed to Saturday, 26 May 2012, at DEIDRA'S in Spicer.
